National Education Policy Draft received more than 77000 feedback lettersAccording to HRD Minister Ramesh Pokhriyal Nishank, The HRD Ministry has received more than 77000 comments and letters on the draft of National Education Policy. The extended deadline for accepting the feedback on National Education Policy ends on Wednesday, July 31. “About 5% of the feedback received so far is useful, and will be taken into account,” said a senior HRD Ministry official. The Center is sifting through the recommendations and will take next few weeks to make final changes to the draft before it is submitted for Cabinet approval. Majority of the letters came in opposing the changes suggested in the draft regarding the teachers’ recruitment norms. The draft policy is scathing its assessment of the current teachers’ recruitment procedure. “There are few initiatives that explicitly aim to recruit the best-performing students or those that have the most talent for teaching, into the teaching profession. In particular, current teacher recruitment does not involve any interviews or classroom demonstrations that assess motivation and passion; written examinations such as the Teacher Eligibility Test (TET) often have little correlation with teaching ability,” it said. The draft recommended a complete overhaul of the system and said that TETs must be strengthened “through improved test material correlated to capacities of outstanding teachers, both in terms of content and pedagogy. Finally, in order to gauge passion and motivation for teaching, a classroom demonstration or interview will become an integral part of teacher hiring at schools and school complexes; these interviews would also be used to assess comfort and proficiency in teaching in the local language, so that every school/school complex has at least some teachers who can converse with students in the local language,” says the draft. These suggested moves have been opposed by the teachers union. The suggestion to close down a large number of substandard teacher training institute also came under fire as many times there are local and political interests involved in running of these institutions. "The Task Force on Women Safety” in Delhi has held several meetings to ensure that appropriate actionable measures are being taken to ensure the safety of the women. In one of the meetings, it was decided that Delhi Police should intensify random checking around the schools. "In a meeting held recently to review the progress on various action points relating to the recommendations of the Task Force, it had been decided that all schools under the Directorate of Education (DoE) must ascertain as to whether these checkings are taking place or not," a senior DoE official said. "It has accordingly been decided that all principals of government and private schools shall ascertain the presence of police personnel or mobile police van around school premises during the period of change of shift or closing of the school. Schools are also required to submit a report in this regard," the official added. The DoE also directed the schools should assign 2 to 3 teachers for 15 minutes at the gate before the change of the shift and 15 minutes after closing. The data was provided by the Ministry of Human Resource Development last week. Out of the total dropped out students, 371 were from the Scheduled Caste (SC), 199 from the Scheduled Tribe (ST) and 601 from the Other Backward Classes (OBCs). In case of Institutes of Management (IIMs), a total of 99 students have dropped out of which 14 were from SC, 21 from ST and 27 from OBC category, Minister of Human Resource Development Ramesh Pokhriyal 'Nishank' said. Most of the students who dropped from IIT are from IIT Delhi (782), followed by IIT Kharagpur (622) and IIT Bombay (263). When asked about why students are opting out from the premier institutes of the nation the minister said “the reasons may be attributed to shifting to other colleges/institutions, personal reasons, medical reasons, placement during PG courses and pursuing higher education abroad”. "The drop out in Undergraduate programs is attributed to withdrawal due to wrong choices filled, poor academic performance, personal and medical reasons," he added. The enhancement of the grade pay was notified by the school education department of the government. "The grade pay of trained primary teachers in enhanced from Rs. 2,600 in pay band 2 to Rs. 3,600 in Pay Band 3 and the grade pay of untrained primary teachers is enhanced from Rs2,300 to Rs. 2,900 in Pay Band 2 with effect from August 1, 2019," the notification said. "We have not seen the order yet. But we have heard about it. If this announcement is true we are not at all happy. We are waiting for the government's decision on the revocation of transfer orders of 14 primary teachers," Sandeep Ghosh, one of the agitating teachers, said. On Thursday, State Education Minister Partha Chatterjee said that the government has agreed to effect a hike in the pay grade of the primary teachers. He also reasoned that teachers are being transferred due to the shortage of teachers in other schools. Earlier, actor-director Aparna Sen also paid a visit to the primary teachers and urged the state government to look into their matte with utmost importance. She also said that state government should stop giving donations to the clubs, organizing different festivals and pay its dues to the primary teachers. "I am ashamed to think of myself as a Bengali. What is happening in our state?
